大南街道建立年轻干部导师制度

 

为加强年轻干部培养,帮助年轻干部尽快融入本职工作,快速适应机关工作环境,提高业务水平和工作效能,建立后备干部梯队。经研究,决定建立年轻干部导师制度,具体实施方案如下。

一、指导思想

深入学习贯彻党的十八大以来习近平总书记系列重要讲话精神,按照中央有关加大优秀年轻干部培养力度、造就高素质干部队伍的要求和《温州市年轻干部培养选拔行动计划   

(2012-2016年)》的导向,以“德才兼备、以德为先,群众公认、注重实绩”为要求,根据整体部署、突出重点、按需施教、科学管理的方针,实施教育培养计划。不断增强年轻干部服务意识、法治观念、敬业精神和实践能力,培养他们良好的职业素养和工作作风,切实提高整体素质,使年轻干部在导师指导下增长才干,提升能力,自我完善,为培养造就一批“智勇双全、堪当重任、政治坚定、业务精湛、作风过硬、人民满意”的优秀年轻干部奠定坚实基础。

二、实施范围和对象

大南街道35周岁以下在编干部, 中层干部年龄可适当放宽。

三、实施形式和内容

1、导师选聘及帮带方式

导师队伍从街道班子领导、科室长、经验丰富的老干部、专业技术人员中选择,一般要求以业务职责相近为主,根据需要也可以不同工作领域帮带为辅,从而提升干部全面工作能力。导师选择由党建办提出初步方案,交由年轻干部所在科室分管领导、导师、干部本人协商确定;或者由年轻干部自行寻找导师,并征得分管领导、导师本人的同意。帮带实行一对一的方式,聘任时间为1年,到期后重新选择导师聘任。在导师制度实施过程中,因故需改聘导师的,经协商后重新聘任。

2、导师资格条件

导师需具备以下条件:

(一)思想觉悟高,廉洁自律,作风正派;

(二)业务能力强,有较高的理论水平;

(三)工作成绩突出,有较丰富的工作经验;

(四)责任心强,善于指导和关心同志。

3、导师帮带职责

导师指导期间,应有计划、有步骤、有重点地对年轻干部的品德、学习、工作等方面进行指导和帮助,并协助做好年轻干部日常的管理与考核等工作。

(一)基本素养。导师要从思想政治上关心年轻干部的成长,关注干部的心理健康和成长需求,经常与其进行思想沟通、交流,及时了解其思想状况,培养良好的思想政治素质、职业道德和职业操守,提高他们为群众、为基层服务的意识。教育指导遵纪守法,纠正不良习惯,帮助树立正确的人生观和价值观,提高思想政治觉悟和明辨是非、抵制不正之风的能力,协助规划人生,为其终身发展奠定基础。    

    (二)基本能力。包括岗位职责要求的各种能力,主要是办事、办文、办会、为人处事、待人接物的能力,熟悉机关工作的特点和要求。

(三)学习能力。导师要根据干部实际情况和职位工作需要,加强对其学习方面的指导。一是确定学习内容。导师要指导帮带干部重点学习与职位工作相关的法规政策性文件、现代办公基本技能和单位内部管理制度等。二是指导学习方法。导师要指导和帮助年轻干部制定学习计划、确定分阶段学习的重点内容,引导建立自我学习能力,增强学习效果。

(四)业务水平。导师要充分发挥传帮带管的作用,采取有效措施,指导年轻干部在实践锻炼中丰富工作经验、提高工作能力。一是传授工作经验。导师要指导和参与具体业务操作,随时将各项具体工作内容及方法程序传授给年轻干部,使他们较快地熟悉工作环境、掌握规范工作程序、不断丰富工作经验。二是指导解决问题。导师可就某项实际工作中遇到的问题,要求年轻干部拿出解决方案,并由导师提出完善和改进的意见、建议,以锻炼和提高年轻干部解决实际问题的能力。三是指导模拟决策。导师在带领年轻干部参与某项决策前,要让他们了解相关的背景、目的、意义、条件、困难、不同意见等情况,要求他们提出口头模拟决策意见或书面模拟决策报告,对意见或报告进行评价分析或同以后正式决策做比较,以初步培养和锻炼年轻干部的决策能力。四是指导调查研究。导师要着重抓好对年轻干部的调研指导工作,带领和指导年轻干部参加具体调研活动、总结调研成果、写出质量较高的调研文章。力求通过指导调研,全面培养和提高年轻干部的政策理论水平、观察思考能力、信息处理能力、概括总结能力、沟通协调能力、决策预测能力、文字表达能力和调研手段技能等。

4、鉴定帮带成效

导师要协助单位加强对年轻干部的日常管理和考核。在指导期间,根据实际需要按季度对年轻干部的思想政治表现、工作态度、学习情况、工作完成情况以及工作能力提高情况进行考核,指导期结束后由导师提交考核报告,作为年轻干部年度考核及评先、评优、提拔使用的重要依据之一。年度总结评选“优秀导师”和“优秀学员”,并予以鼓励。

四、工作要求

推行年轻干部导师制度是加强街道年轻干部队伍建设的一项重要举措。各年轻干部要高度重视,提高认识,积极协助做好导师制度的落实。导师要有强烈的责任心,帮助、指导年轻干部规划好个人职业生涯。年轻干部要虚心接受导师的指导,认真完成本职工作和导师交办的各项任务。分管领导要协助导师做好督促检查和评估工作,及时解决在帮带中出现的问题,不断完善导师制度,使街道的干部管理和干部成长工作得到稳步提高。
